The Haryana government's notification regulating sporting and non-sports activity of sportspersons employed with the state government has its roots in the civil service and conducts rules for government employees.
Unlike projections and attempts to colour the decision, suggesting that the notification were detrimental to the interest of the sportspersons, Principal Secretary, Sports and Youth Welfare, Ashok Khemka has said the notification favours sportspersons and it has regularised an "illegality".
Hitherto, sportspersons employed with the state government were playing professionally for money and doing endorsements earning huge revenues. This, he said, was illegal as state government service rules did not allow an employee getting a salary to "do a second job". The government has also taken a decision to pay full award money to a medal winner irrespective of any other financial honours that he or she may have received.
